Brian Lips
Senior Policy Project Manager
Brian Lips is a Senior Energy Policy Project Manager for the NC Clean Energy Technology Center. He manages the Database of State Incentives for Renewables & Efficiency (DSIRE). In addition to coordinating and overseeing the project’s administration and research, Brian also authors DSIRE’s content for AK, AZ, CA, DC, HI, IN, KY, NC, NV, SC, UT, VA, and WV. Brian is leading the Center’s efforts in delivering technical assistance to communities in the southeast pursuing designation under the Charging Smart program. Brian joined the Center in 2006 and served in various capacities with the DSIRE project before becoming the manager of the project in 2013. Brian received a degree in Integrated Science and Technology from James Madison University in Harrisonburg, VA, with a focus in Energy and Environmental Science. In addition to researching energy policy, Brian enjoys cooking, cycling, traveling, and collecting vinyl records, and spending quality time with his two young daughters and wife.

Autumn Proudlove
Managing Director – Policy & Markets
Autumn Proudlove is the Managing Director of Policy and Markets at the NC Clean Energy Technology Center, joining the Center in January 2014. Autumn leads the Center’s Energy Policy & Markets team and provides strategic direction across the Center on policy and market topics. Autumn provides oversight for the team’s DSIRE Insight subscription services and leads its 50 States of Virtual Power Plants snapshot report. Autumn served as Principal Investigator for the Center’s work on the North Carolina Solar for All program and supports the Carolinas Renewable Energy Development Assistance and Siting Hub project. Autumn previously served on the National Academies of Sciences study committee on the role of net metering in the evolving electricity system, and she served as Principal Investigator for the Center’s work on the U.S. Department of Energy’s SunShot Solar Outreach Partnership. Autumn received her Master’s degree in Energy Regulation and Law, summa cum laude, from Vermont Law School and her Bachelor’s degree in Environmental Studies, with a minor in Economics, from Dartmouth College in 2012. She enjoys playing classical piano, painting, skiing, and taking walks with her dog, Beauregard.

Nick Montoni
Senior Program Director – Policy & Markets
Nick Montoni is a Senior Program Director at the Center on the Policy and Markets team. Nick brings over a decade of experience in policy development, policy implementation, and the physical sciences through roles at the U.S. Department of Energy (DOE), U.S. House of Representatives, and non-profit think-tanks. Nick previously worked at the DOE Office of Energy Efficiency and Renewable Energy as its Deputy Chief of Staff, managing cross-functional teams to deliver a nearly $3 billion R&D budget. Nick also staffed the House Energy and Water Development Appropriations Subcommittee, handling DOE’s science and innovation accounts totaling more than $15 billion, and worked for Congressman David Price of NC on matters including energy, environment, agriculture, nutrition, and telecommunications. Outside of work, Nick enjoys baking and running marathons.

Vincent Potter
Project Manager
Vincent Potter is a Project Manager at the NC Clean Energy Technology Center. He joined the Center’s Energy Policy Team in November 2021. Vincent received a B.S. in Environmental Sciences from NC State where he focused on Energy Policy and Sustainable Energy Systems. He previously worked in the energy management and engineering sector on utility metering infrastructure, distributed energy systems, energy performance measurement and verification, and energy data analysis. Vincent enjoys board games, nature preserve exploration, baking, and attending live theatre of all descriptions.

David Sarkisian
Principal Policy Analyst
David Sarkisian is a Principal Policy Analyst at the NC Clean Energy Technology Center. He joined the Center’s Energy Policy Team in November 2015. David contributes to the 50 States reports and the team’s other DSIRE Insight subscription services. David served as Principal Investigator for the Community Solar for the Southeast Project and led the Center’s work on the Solar-Plus for Electric Cooperatives project. He has also worked as a SolSmart advisor. David received his B.A. in public policy from Duke University and completed a J.D. and a Master of Science in Environmental Science degree at Indiana University in Bloomington. He is a member of the Indiana State Bar. David enjoys hiking, traveling, cooking, gardening, and volunteering at the local cat shelter.

Rebekah de la Mora
Senior Policy Analyst
Rebekah de la Mora is a Senior Policy Analyst at the NC Clean Energy Technology Center. She leads the team’s DSIRE Insight subscription services and contributes to research for DSIRE and DSIRE Insight, authoring content on: AR, CO, CT, KS, LA, MS, NE, NM, OK, PR, RI, and TX. She received her Bachelor’s in Political Science and Master’s in International Energy, both concentrating in East Asia, from Sciences Po Paris. Specializing in Environment & Sustainability, Rebekah focused on national & global decarbonization, sustainable development, and renewable thermal, while also interning at the Connecticut Department of Energy and Environmental Protection. She enjoys baking, writing, and accumulating languages.

Justin Lindemann
Senior Policy Analyst
Justin Lindemann is a Senior Policy Analyst at the NC Clean Energy Technology Center, where he supports research for the DSIRE and DSIRE Insight platforms and tracks legislative, regulatory, and policy developments in AL, FL, GA, MA, ME, and TN. He also serves as a policy analyst for the U.S. Department of Energy’s Southeast Onsite Energy Technical Assistance Partnership (TAP) and helps manage the Carolinas Development Assistance and Siting Hub (DASH). Justin holds a Bachelor’s degree in Political Science and Environmental Science and a Master’s in International Studies, with concentrations in public policy and climate policy analysis. His graduate work focused on global sustainability, wildlife conservation, decarbonization, fossil fuel lobbying, and climate resilience. During this time, he created content on city-based circular economic strategies and held internships with the NC Water Resources Research Institute (WRRI) and the D.C.-based energy and environmental consulting firm COEFFICIENT, where he served as a Policy Research Fellow. Outside of work, he enjoys reading, hiking, and listening to music—especially from the ’80s.

Emily Apadula
Policy Analyst
Emily Apadula is a Policy Analyst at the NC Clean Energy Technology Center. She contributes to research for DSIRE and DSIRE Insight, authoring entries for IA, ID, MN, MO, MT, ND, OR, SD, WA, WI, and WY. She is an alumna of UNC Chapel Hill, having received her Bachelors’ in Environmental Studies and Political Science, along with a minor in Social and Economic Justice. Previously, Emily has worked for both the federal and local government performing research, creating GHG inventories, and analyzing data. She enjoys reading, baking, traveling, and playing with her dog, Bo.

Cleo Carter
Policy Analyst
Cleo Carter is a Policy Analyst on the Center’s Policy & Markets Team, where she helps manage the DSIRE and DSIRE Insight platforms. She is responsible for tracking energy policies in four states: MI, NH, NY, and VT. Before joining the Center, Cleo earned a double major in Political Science and Public Policy from the University of North Carolina at Chapel Hill in 2025. She brings prior experience from clean energy trade associations, where she promoted the interests of clean energy companies and organizations at the national level, including a role focused specifically on policy in New York. Cleo also interned with a solar developer, giving her an additional industry perspective. Outside of work, she enjoys reading, spending time with friends, and listening to live music.

Caitlin Flanagan
Policy Analyst
Caitlin Flanagan is a Policy Analyst at the NC Clean Energy Technology Center. She contributes to research for DSIRE and DSIRE Insight, authoring content for DE, IL, MD, NJ, OH, and PA. She earned Bachelors degrees in Environmental Studies and Public Policy, as well as a Master’s of Public Policy with a concentration in Environment and Human Welfare from the University of North Carolina at Chapel Hill. Her graduate work focused on clean energy policy and regulation and environmental planning. Previously, Caitlin interned for Carolinas Clean Energy Business Association, Advanced Energy United, AnnDyl Policy Group, and Center for Climate and Energy Solutions. Caitlin enjoys most anything to do with the arts or the outdoors, including running, hiking, singing, and dancing.
