Summary:
The Large-Customer Energy Analysis Program (LEAP) works with large energy users such as manufacturers, hospitals, large commercial buildings, universities, and local governments to help manage their energy costs by making cost-effective efficiency improvements. The program involves key facility decision-makers and focuses on measures that can bring high returns with modest investments. It also identifies incentive opportunities large energy users can utilize from the energy efficiency programs offered by Illinois Department of Commerce and Economic Opportunity (DCEO) and some Illinois utilities (Commonwealth Edison and Ameren Illinois) as part of the Illinois Energy Efficiency Portfolio. Participants in the program are typically able to reduce energy use by 10% - 30%.
The program targets customers with energy costs greater than $500,000 per year and offers two approaches for energy management planning assistance:
Envinta's One-2-Five Diagnostic Tool, and
Utilivate Technologies' Sustainable Energy Planning Workshop.
The One-2-Five Process:- A 2 hour diagnostic session guides management through a series of questions relating to 10 key areas of energy management systems.
- Results allow facility managers to assess their performance in each of the key elements of an effective energy management system on a scale from one to five stars.
- A series of recommended actions are produced for use in implementing an energy efficiency action plan to create effective change in energy management practices.
- Opportunities to conduct more detailed technical assessments are identified. These technical assessments may include, but are not limited to; an energy audit, evaluation of purchasing options available due to electric deregulation, evaluation of cogeneration of steam and electricity, and other technical energy services.
The program provides One-2-Five participants with an opportunity for rebates of 50%, up to $10,000, towards the cost for developing an energy efficiency action plan and 50%, up to $10,000, for the cost of a technical assessment.
The DCEO also offers occasional Sustainable Energy Workshops, with 12-17 companies per workshop, to explain the steps for developing a sustainable energy plan. The participating companies typically pay a fee for the workshop. After the workshop, consulting services are provided to each participating company to assist them in developing a plan to manage their energy expenditures more effectively.
For large energy customers (with energy costs greater than $500K per year) outside of the ComEd or Ameren electric utility service areas, the state of Illinois has extended the LEAP program (with some modifications) using funding from the American Recovery and Reinvestment Act.
