Summary:
Iowa Utilities Board (IUB) Rule 15.10 (IAC § 199-15.10) sets minimum power quality and safety guidelines for interconnection of qualifying facilities (QFs) under the U.S. Public Utilities Regulatory Policy Act (PURPA). Rule 15.10 establishes utility review procedures for interconnection requests, grants QFs the right of appeal, grants utilities access rights for inspection and testing, and allows utilities to disconnect QFs in emergency situations. IUB subrule 15.11(4) (IAC § 199-15.11(4)) requires rate-regulated utilities to file standard contract provisions for renewable energy QFs, subject to IUB approval.  
 
The issue of liability insurance is not addressed by the state interconnection guidelines and none of the standard contract provisions filed by rate-regulated utilities include liability insurance requirements. However, utilities are free to negotiate non-standard terms with customer-generators. Unless the customer otherwise agrees, any non-standard contract provision requires IUB approval. Thus far, the IUB has issued no such approvals, and has received no customer complaints regarding non-standard contract provisions.  
 
In July 2006, the IUB began an inquiry into the development of uniform interconnection standards. A draft version of model interconnection procedures was issued for comment in April 2007, and in December 2008 additional comments were requested on the possibility of adopting interconnection rules similar to those adopted by Illinois.
